Governments face numerous challenges in sustaining road network conditions. This is attributed to authorities’ shortages of financial and physical infrastructure. As a result, low-cost automated solutions are being pursued solve these problems provide people with appropriate Several attempts have been made improve technologies incorporate them into Pavement Management System (PMS) but limited for developing countries. study aimed design pavement management system flexible maintenance. A detailed literature review has carried out, followed by qualitative assessment the various indicators considered PMS. The priority ranks PMS were using an Analytical Network Process (ANP) each rank was validated sensitivity test Super Decision-Making tool. paper also provides conceptual framework PMS, fishbone diagram sub-indicators. It concluded that emergency maintenance plan ANP weight (0.41) one most significant plans routine (0.39) periodic (0.20) weight. Moreover, functional (0.32) structural (0.26), safety (0.24), serviceability(0.18) indicators. model will assist planners making better decisions on plans. suggest sections higher be added plans, especially where budget limited.
